Howard, who previously served as City attorney for the City of Springfield for almost 34 years, concentrates his practice in the areas of Economic Development, State and Local Taxation; Planning and Zoning; Eminent Domain – Condemnation; and Local Government Law including Employment, Discrimination, Civil Rights, Construction, Administrative and Contracts.
